Information Technology at Intermediate level covers a reasonable and coherent portion of the MATSEC Advanced level syllabus. It is aimed at eliciting roughly one third of the effort required for the Advanced level. One major difference is that the Intermediate level does not include programming. 
No. The syllabus is not directly related to the material covered at SEC/SEAC level. 
No, however the student would benefit if in possession of such qualification. 
Although related, these are two different subjects. Information Technology is more geared for students who seek a subject to complement their main area of studies, e.g., when opting to pursue studies in business. If a student aims to pursue studies in areas such as engineering, programming, etc., then Computing is the subject to opt for. It is strongly advised that students chech all the details of the course they would like to pursue at undergraduate level (through the University of Malta website) to ensure that they meet the entry requirements. 
Lecturers assume that all students are new to the subject. Therefore programming is taught from scratch.
